III. Jefferson Village is a significant contributor to the drainage issue and its unregulated discharge affects the Mall, the golf course Shrub Oak, Mohegan Lake and Putnam county
IV. The Town has finally reignited that by its Offering Prospectus it was supposed to take title to and maintain Bogdinoff’s Pond
V. For financial reasons the village has not and its storm water runoff is unregulated and uncontrolled
VI. Jefferson Village’s advertised voting block is used to prevent the Town from regulating their discharge
VII. Jefferson Village by election intimidation has deterred the Town from using the incentive law to address the issue
